The U.N. nuclear watchdog agency has concluded that Iran is continuing its uranium enrichment work in defiance of a Security Council demand. Council members are likely to begin talks on possible sanctions against Tehran in the next few weeks.

French Foreign Minister Philippe Douste-Blazy Thursday signaled the negotiations may be lengthy. He said that while his country deplores Iran's unsatisfactory response to the Security Council demand for an end to uranium enrichment, he remains convinced that the path of dialogue should remain open.

Breaking news

BOULDER, Colorado (CNN) -- Schoolteacher John Mark Karr will not be charged with the murder of 6-year-old beauty pageant competitor JonBenet Ramsey, Karr's attorney said Monday.

"The warrant on Mr. Karr has been dropped by the district attorney," public defender Seth Temin said outside the jail. "They are not proceeding with the case."

He said a hearing scheduled later Monday afternoon has been canceled.
Temin also said he was "deeply disturbed" that authorities in Boulder brought Karr from Thailand with what appears to have been scant evidence.

Colorado authorities have not commented on their decision not to pursue charges against the man named in a warrant alleging murder, kidnapping and sexual assault on a child.

But CNN's Denver affiliate, KUSA, reported that the DNA sample taken from Karr does not match DNA found on JonBenet's body. KUSA quoted two sources in a bulletin on its Web site.

KUSA reported that samples of Karr's saliva and hair were taken in Boulder after his arrival Thursday evening. Those samples were tested over the weekend by the Denver Police Department's crime lab.

Those tests ruled out Karr's DNA as the foreign DNA left on JonBenet's body when she was slain in December 1996, the station reported on its Web site.

U.N. Secretary-General Kofi Annan said it was not the United Nations' task to strip the guerrillas of their weapons.

"The troops are not going there to disarm Hezbollah. Let's be clear about that," he said after meeting with EU ministers. He said disarmament is an issue for Lebanon's government, and "cannot be done by force."

Time to learn a lesson the USMC way

A United States Marine was attending some college courses between assignments. He had completed missions in Iraq and Afghanistan. One of the courses had a professor who was an avowed atheist.

One day the professor shocked the class when he came in. He looked to the ceiling and flatly stated, "God, if you are real, then I want you to knock me off this platform. I'll give you exactly 15 minutes." The lecture room fell silent. You could hear a pin drop. Ten minutes went by and the professor proclaimed, "Here I am God. I'm still waiting." It got down to the last couple of minutes when the Marine got out of his chair, went up to the professor, and cold-cocked him knocking him off the platform. The professor was out cold. The Marine went back to his seat and sat there, silently. The other students were shocked and stunned and sat there looking on in silence.

Vincent Francis Papale the inspiration behind the 2006 movie Invincible.

Papale played just one year of high-school football and had no college football experience. He graduated from Philadelphia's St. Joseph's College (now University), which did not have a football team, having attended on a track scholarship. At age 30, while bartending and substitute-teaching at Interboro High School, Papale joined the former World Football League team, the Philadelphia Bell, as a wide receiver. I say let Italy take over

France will send a total of 2,000 troops for the UN peacekeeping force in southern Lebanon, President Jacques Chirac announced Thursday.

The decision comes after France came under criticism for backtracking from its intention announced last month to send some 3,500 troops and lead the force.

Italy expressed a willingness to send some 3,000 troops, and lead the force, before the French expressed their readiness to contribute a significant amount of men.

How long has it been now. The only reason France has up'd thier troops is they don't want Italy making them look like fools.

Individual Ready Reserve (Just so you know)

the crucial question is whether the post-war resolution will remove the sources of the violence.

The answer very much depends on the will of the international community to carry through its own decision in the form of UN Security Council Resolution 1701, which passed unanimously on August 11.

The problem will be finding the mechanisms, resources and, most importantly, the international will to see it implemented.

It should be remembered that the UN passed a similar resolution in 2004. Resolution 1559 called for the disarming of Hezbollah and the deployment of Lebanon's army along the border.

This would have prevented the current conflict, but it was never implemented.

The United Nations on

Thursday outlined a "robust" mandate for thousands of international peacekeepers to be deployed in Lebanon and urgently called on member states to pledge troops.

UN Deputy Secretary General Mark Malloch Brown said the force would be "robust" but not offensive and set out draft rules of engagement.

The peacekeeping force is the keystone in UN Resolution 1701, which outlines the ceasefire and a deployment of Lebanese and international troops to the south of the country to fill the vacuum left by withdrawing Israeli units.

Under the resolution, the UN Interim Force in Lebanon (UNIFIL) is to swell from its current 1 990-strong force.

The United Nations hopes an initial deployment of more than 3 000 troops for the strengthened UN force can be in place within two weeks.Here is a provisional breakdown of countries prepared to contribute troops:

FRANCE

France, tapped to retain command of UNIFIL, has pledged to send 200 troops to Lebanon -- around one-tenth of the number the United Nations had expected.About 150 French troops departed France for Lebanon, a former French colony, on Sunday to join the other 50 already on the ground.Another 200 French soldiers are already incorporated into UNIFIL under its previous mandate, bringing the total French representation in the force to 400.

ITALY

Italy has approved a motion to contribute troops to UNIFIL, but with no formal indication of numbers, and has delayed their departure until the new force's role is defined.Italian defence officials cited by the media have spoken of contributing between 2 000 and 3 000 soldiers.

BELGIUM

Belgian Defence Minister Andre Flahaut told AFP that Brussels intended to send troops but would not say how many because the mandate has yet to be clearly defined.

FINLAND

Finland has said it could send around 200 soldiers but that they could not be deployed for a month or two.

GERMANY

German Chancellor Angela Merkel has announced that Germany will send a small navy unit to help secure Lebanon's coastal waters. She has ruled out deploying combat troops in Lebanon to avoid the risk of a direct confrontation with Israel, where memories of the Holocaust are still fresh.

INDONESIA, MOROCCO and TURKEY

These three Muslim countries have all agreed to take part, according to the Lebanese prime minister's office, but Turkey indicated that it would wait for an expected new UN resolution "to bring more clarity". A press report said Turkey could send 600 troops.

MALAYSIA

Malaysia has offered between 850 and 1,000 troops, but is among the countries that Israel has said would not be acceptable to serve in UNIFIL.

BANGLADESH

Bangladesh has said it is willing to send peacekeeping troops to Lebanon but has not yet made any commitment of forces.

PAKISTAN

Pakistan is considering a possible participation in the UN force but has said it would send troops only if they would be "welcomed" by all parties to the conflict.

LITHUANIA

Lithuanian Prime Minister Gediminas Kirkilas said his country should contribute to the force, but that a formal decision had not yet been made.

BULGARIA

Prime Minister Sergey Stanishev has said Sofia is ready to send troops but demanded that the United Nations define UNIFIL's new rules of engagement.

PORTUGAL

Portugal has said it is willing to contribute troops, without specifying how many.

RUSSIA

Russia is considering the possibility of participating, but the foreign ministry said a decision has not been made.

SPAINA

government official told AFP that Spain planned to send 700 soldiers.

THAILAND

Thailand has said it would consider "positively" a UN request for troops, without giving a number.These countries are undecided or have apparently ruled out supplying soldiers to the new force:

AUSTRALIA

Australian Prime Minister John Howard has said he was undecided whether to supply troops. "If we were to make a decision to make a commitment it would be a very small, niche commitment," he said."We have other responsibilities."

BRITAIN

British Prime Minister Tony Blair has said his country's military - engaged in Iraq and Afghanistan - is too stretched to be involved in the reinforced UNIFIL deployment.

INDIA

India said there were no plans to add to its 672 soldiers already serving in the current UNIFIL. A foreign ministry spokesman said: "I see nothing leading to that."

NORWAYA

Norwegian foreign ministry spokeswoman said "it is too early to go into any detail about a Norwegian contribution to a peacekeeping force for Lebanon."

UNITED STATES

The United States, Israel's closest ally, is thought unlikely to contribute to a force in Lebanon.Although moves are being made to get the new UNIFIL deployed as quickly as possible, there is no firm timetable.

Israel has said its soldiers will remain in strategic positions in southern Lebanon until UNIFIL troops take over.UNIFIL, under its original mandate, has been operating in southern Lebanon for 28 years.

That rolling mandate was extended for one month by a UN Security Council vote on July 31. It currently counts troops from China, France, Ghana, India, Ireland, Italy, Poland and Ukraine, under French command.

Under UN resolution 1701, the expanded force is to support the Lebanese army as it takes up positions in southern Lebanon, formerly a Hezbollah-controlled zone, and help in humanitarian work.

The resolution says UNIFIL will "take all necessary action in areas of deployment of its forces, and as it deems within its capabilities, to ensure that its area of operations is not utilized for hostile activities of any kind." - Sapa-AFP

Bottom line is:

UNIFIL, under its original mandate, has been operating in southern Lebanon for 28 years.

THE WAR AGAINST terrorism should not be a war against Americans' own constitutional rights

Critics of the Bush program, which allows the National Security Agency to eavesdrop on conversations between US residents and Al Qaeda or Al Qaeda-associated callers overseas, are not against surveillance across the board. France wobbles on troops promise

France, the driving force behind the UN resolution that ended the fighting between Israel and Hezbollah, has said it will contribute only 200 army engineers to the proposed 15,000 strong international peace-keeping force.

"We want clarifications from the United Nations on the mission of Unifil, on the chain of command, how it will be organised, how this force should report on its actions and to whom," Douste-Blazy told France's Info Radio on Sunday.

The French government fears that combat troops might come under attack from Hezbollah.

"You can't send in men telling them: 'Look what's going on, but you don't have the right to defend yourself or to shoot'.

"The disappointing decision to limit to 200 the number of French soldiers deployed to Lebanon has provoked astonishment and confusion," a senior official in Israel's foreign ministry said.

Thats right put the French in charge and it's PLOPD' from the get go. What a joke. Me thinks, dang that hurt. My guess is next month the French still will not have done a dam thing.

The United Nations urged European countries yesterday to commit to a peacekeeping force for Lebanon

Deputy Secretary-General Mark Malloch Brown

"It's not going to go there and attempt large-scale disarmament," he said.

"Rather it is going to police the political agreement which triggers disarmament called for under the resolution."

France had led calls in the Council for an early ceasefire in Israel's bid to disable Hezbollah, persuading the United States that the militia group could be prevented from regrouping through the rapid deployment of 15,000 UN troops in support of 15,000 soldiers the Lebanese army planned to deploy.

France let it be known it would also lead the force.

But at a multi-national meeting Thursday of potential troop contributors -- attended also by Canada -- France offered to deploy only 200 soldiers to the 3,500 the UN wants in place by Aug. 27.

Delegates to the closed meeting revealed yesterday that several non-Muslim countries were concerned about force rules giving the Lebanese army the lead in decisions about whether to attempt to disarm Hezbollah.

"As it stands the UN force is obliged to support the Lebanese if they decide to enforce a weapons-free zone," said one delegate.

"But there have been mixed messages from the Lebanese about how much control they are going to enforce throughout southern Lebanon. At the moment Hezbollah has influence in the Lebanese government and is even a part of it, but some countries worry there could be a power shift.

What did I tell you

To date, only France has formally pledged to contribute, and its commitment of 200 troops will put barely a dent in the 15,000-strong force envisioned in last week's UN Security Council resolution ending the month-long war.

UN Secretary-General Kofi Annan made a last-ditch call to French President Jacques Chirac yesterday in the hope of convincing a key architect of the resolution to stay the course and commit as many as 4,000 soldiers, as had been expected.

The call from Mr. Annan came as ambassadors from 49 countries gathered at UN headquarters to begin assembling the international force. The UN wants an initial force of at least 3,500 soldiers on the ground in Lebanon within the next two weeks to supplement and support the 15,000 Lebanese soldiers who have started deploying in the border area.

Mr. Chirac did commit his country to commanding the UN mission in Lebanon but he would only double the 200 troops currently operating in Lebanon under the UN banner. France is concerned at what it has called the "fuzzy" nature of the mandate.

"The mission, the rules of engagement and the resources for this force must be precise," Mr. Chirac told Mr. Annan, according to a statement released by the French government.

That’s right folks. The French are in charge and they as usual they are pussn’ out. Any bets on how long for it all to go to hell again?
