Here is a great idea
"Like a lot of folks in this state I have a job. I work, they pay me. I pay my taxes and the government distributes these taxes as it sees fit. In order for me to get that paycheck, I am required to pass a random drug test, which I have no problem with.

Great idea. It would not be an invasion of privacy because the welfare recipient would have a choice. Don't take the test, don't get the money.
