H. R. 3590 made easy!

‘‘(2) ELIGIBLE FAMILY.—The term ‘eligible family’ means

‘‘(A) a woman who is pregnant, and the father of the child if the father is available; or
‘‘(B) a parent or primary caregiver of a child, including grandparents or other relatives
of the child, and foster parents, who are serving as the child’s primary caregiver from birth to kindergarten entry, and including a noncustodial parent who has an ongoing relationship with, and at times provides physical care for, the child.

Okay my head hurts.

“a woman who is pregnant, and the father of the child if the father is available”

Read that again. You get it? I am not, what does that sentence say again?

Ok to be a “eligible family” a woman who is pregnant, and the father of the child if the father is available” ????????????

"I am on the dirt frontage road to the internet thingy"

And don't waste my time calling me a racist, cause I aren't. So there!
